Profile

 

Professor Emmanuel A. Leyco is AIM’s Jaime V. Ongpin Professor of Public Finance. He is on the core faculty of the institute’s W. SyCip Graduate School of Business (WSGSB). He teaches analytical finance topics that include asset backed securities analysis, credit rating, and project financing.
 
Prof. Leyco led the launching of AIM’s health management courses and has provided consultancy services in the areas of health policy and health systems financing to the Department of Health, the Philippine Health Insurance Corporation and various multilateral agencies that include the Asian Development Bank, CIDA and US AID. As such, Prof. Leyco previously served as Deputy Team Leader for the Philippine Health Sector Agenda and as a Health Care Financing and Policy Specialist for ADB and US AID, respectively. 
 
Prof. Leyco is president of the Credit Rating and Investors Services Philippines, Inc., a private corporation that provides credit ratings on asset backed securities, corporate bond issuers and risk assessment services to debt issuers and investors. The company is one of only two accredited credit rating agencies in the Philippines by the Securities and Exchange Commission. 
 
Prof. Leyco also currently leads the Center for Legislative Development, an independent non-government organization that provides policy development support for the Philippine congress and policy groups. He is lead convenor of the Health Policy Network, a loose network of health care interest groups and individuals.
 
Prof. Leyco’s international experience includes a stint as a credit rating specialist at Standard and Poor’s in New York, as an assistant professor of public policy at Long Island University’s School of Business and Public Administration, and as lead analyst for federal health care financing system at New York City’s Health and Hospitals Corporation. He also served as the lead instructor in training the secretariat of the Vietnamese National Assembly in the areas of public policy analysis and legislative development in an open market environment. Professor Leyco earned his Master in Public Administration degree from Harvard University's Kennedy School of Government where he specialized in public finance and public policy. He also has a Master of Arts from Columbia University’s Teachers College. He obtained his Bachelor of Arts from De La Salle University.
